Someone pointed out that bucky has the claw marks on his arm from t’challa so this scene is after him and steve are stopped (and I think sam) and then he’s taken for psychosocial evaluation, so what if they accidentally trigger him when they’re “evaluating” (probably interrogating tbh) him and that’s what sets him off in winter soldier mode???
